A year to the day after Dorothy and the people of the Emerald City defeated Urfin Jus, the villain is trying to exact his revenge. To command the army of Carraci, however, Urfin needs not only the magic book, but also Dorothy’s silver slippers. The slippers are safely hidden away in Dorothy’s house. ゴジラシリーズ第16作。ゴジラ生誕30周年記念として前作から9年振りに制作された。1975年まで制作された「昭和シリーズ」との繋がりはなく、第1作(1954年)「ゴジラ」の直接の続編としてリブートされた、俗に言う「平成シリーズ」の第1作。大黒島沖で遭難した漁船の生存者・奥村は荒れ狂う嵐の中で巨大な怪物の姿を目撃していた。奥村を救助した東都日報の牧は生物学者・林田の助言を求めるが、林田は30年前に帝都を襲撃し東京湾で葬られたゴジラが目覚めたと推測。はたしてゴジラは復活していた。ソ連原潜を沈め、静岡井浜原発に現れると放射能を吸収し海へと消えたゴジラ。だがそれは破滅へのプロローグでしかなかった。
