松田優作がTVでの代表作「探偵物語」と同年、放送開始に先駆けて主演した群像アウトローアクション作。東映系のプログラムピクチャーながら、1974年の「あばよダチ公」の澤田幸弘監督など、松田と息が合った旧日活のスタッフが多数参加した。同年の角川映画「蘇える金狼（1979）」などで見せたスター性も魅力的だった松田だが、本作では小品なのを逆手に取り、役者として楽しめる仕事を選んだ模様。アドリブらしき演技も多く、TV「探偵物語」への助走を思わせる。共演はそんな「探偵物語」でも松田と共演する竹田かほりら。 刑務所を出所したばかりの島はデパートで偽の爆弾を使って騒ぎを起こし、デパートのレジから現金を盗むのに成功。その金で銃を手に入れた島は弟分の“ヒコ”こと石川と、ある暴力団が経営するノミ屋の金庫から大金を奪おうと計画。だが、2人がノミ屋を襲うと先客がいた。最近2人の周囲に現われていた男、滝田だった。やがて島たちと滝田は手を組み、暴力団が主催する海外賭博ツアーの客たちが乗ったバスの襲撃を計画するが……。
